Sit down with whomever you are assigning a task to and explain the reasons why it has to be done by such and such a time. Put it such that it will affect not just their work but the whole place of business. Don't be mean and say if you don't do this you'll get fired etc, but appeal to their sense of fairness and them wanting to be responsible and do the best job they can. Give them reasonable deadlines, periodically ask how they're doing and if they think they'll be able or unable to meet your assigned deadline. If they say no, then say you'll have to take away that particular assignment from them and give it to someone who can meet the timeline but don't be mean about it. Also don't hold grudges if they can't meet the timeline , there may indeed be extenuating circumstances why they couldn't. Keep giving them assignments where you know they will succeed, rather than fail.

Speak about tasks, not people.
Encourage teamwork.
Give verbal rewards for all movement in the right direction.
Identify problems with the approach to the task, with the help of those working. Ask for their suggestions on making the work more efficient.
Get in there and lead through example.
Remain positive and accept that improvement takes time.

Let's see you want the results you choose and when you choose but you don't want them to think your bossy.

Do people percieve you as manipulative ?

Ways people can be motivated some people like to be liked and will do it if you like them. Some people do things if they are going to benefit from them, so show them they'll benefit. Some people you can only motivate because in the position your in you have a lot more power than they do. ( If I am driving to fast and a cop motions for me to stop I am going to stop and be polite because the cop has more power. )

"what I want" ?. . . "at the RIGHT time"? Ha ha ha. You can't motivate them on that basis. You have to give them some "pay off" for doing the task, something personal. Make it about them, not you, you, you. Otherwise, you will definitely come across as bossy.
