It means there is dampness or water dripping on the top of the tiles and soaking though. This dampness causes the mold growth. Mold can be a serious health hazard and you should not be sitting under a mold-infested ceiling. Mold spores can aggravate asthma conditions and bronchitis and black mold can kill you.
The maintenance dept is a bunch of idiots if all they do is keep replacing the tile. They are not fixing the problem, which is dampness landing on the tiles from above. I'd be willing to bet there is an air conditioning duct or a cold water pipe above the tiles that sweats, dripping water onto the tiles. Tell the idiots to fix that first.
Refuse to work under a moldy ceiling.

You have the info on where it's coming from, that needs to be
repaired. Mold and mildew can cause allergic reactions in some people. Also, legionaires disease grows in wet moldy areas as well and can be deadly. I'd insist on getting it repaired, disinfected and new tiles, or a new office.

sounds like there's a leak in the duct, or duct is not insulated, when running the a/c humid air is being condensed, and driping down on to the celing tile,
tell them to look at the duct,
mold also can be a health problem,

I've had the same problem too. Humidity causes mold build-up a lot. One problem is that there is not much air circulating in your office. I would also suggest getting a de-humidifier. Trust me, it helps a whole lot. I would also suggest getting rid of that mold a.s.a.p because it will affect your health, especially if you have allergies.

if there is duct work running over the ceiling where the mold is located. it could be that your duct work needs to be check for leaks or replace. second : if the duct work is sweating a lot. It could be two things. 1. ac low in freon and 2. the ac coil needs to be clean.
