It can definitely be nothing but since this happened twice to me due to problems I would have her talk to the doc. Both my babies this happened with were born with IUGR (itrauterine growth restriction). This means that at some point during pregnancy the placenta stopped functioning as efficiently causing the baby's growth to be stunted. My first measured just about 3 weeks smaller than average, while the second was at 4 weeks smaller when they induced me. If this is the case with her she needs to be seen. If she does have IUGR she should be induced. My son was born very week due to the lack of nutrients from the placenta and was hospitalized for 3 weeks after birth. If she is concerned have her ask her doc to due another ultrasound to compare the growth results from the last one. This will let them know if they should worry.

Unless the doctor mentioned something specific like , perhaps they were just stating that it is a small baby. IUGR stands for intrauterine growth retardation. This means the baby is growing slowly and doesn't weigh as much as the doctor expected for this stage of pregnancy. If your friend is unusually small then it is normal. If she had high blood pressure or some other complication, this could also be a cause. Don't worry...the doctor will keep a close eye on her.
