You need to be more specific.
The safest car is a car that can't be driven and is locked in a garage. It will never be in an accident, unless something falls out of the sky and crushes it.
Ditto least expensive. Go to a junk yard and pick the most decrepit old heap. That's the least expensive.
Take that car and park it in a locked garage and it's the safest and least expensive car.
If you mean a safe, inexpensive car that still runs and can be licensed for the road, it's probably a VW New Beetle with a lot of miles on it. They handle safely and got excellent results in the crash tests. Keep in mind, though, that they have a reputation for having things break, but you didn't say 'most reliable and durable.'

Safety is 99% between your ears.
take a defensive driving course.
treat all intersections like 4 way stops ( after all 10% are drunk and 20% are illegals without a clue)
The intersections are very dangerous today.
people run red lights. (cells, dropped cig or reading map )
so do what us motorcyclists do , we look both ways on a green. ( Im still here with 100k on bikes)
Find a car you can afford and that is cheap to keep running.
Then keep up on the maintenance.
Brakes , hose, belts , fluids.
When driving , keep alert and constantly ask yourself what can happen and what will do.
dont ever panic.
Im teaching my wife how to observe the other drivers body language. See that man creeping into the road not looking!
now, watch him like a hawk, cover your brake............

if you want safety and low price tag i would highly recommend the new VW rabbit although the rabbit is new and hasn't been tested it will most likely be better than its predecessors the golf, i have posted a link to the golfs ratings a new rabbit can be had for $15K
