Because he failed at adding "jobs" to the private sector and he had to compete with Clinton for adding new jobs. The only way he could do it was to add government jobs to keep the numbers up. AS the numbers of jobs Clinton added were 92% in the private sector, Bush failed miserably in trying to compete with him.
