Because he gave in to the Democrat's wishes to create that Homeland Security behemoth instead of keeping a streamlined communications liasion as initially proposed.

Because he failed at adding "jobs" to the private sector and he had to compete with Clinton for adding new jobs. The only way he could do it was to add government jobs to keep the numbers up. AS the numbers of jobs Clinton added were 92% in the private sector, Bush failed miserably in trying to compete with him.

Actually, the Dem Congress controls the Nation's purse strings. You can't blame Bush for THAT.

well, if only george washington had to deal with muslim terrorists, had all kinds of minorities that needed social programs, and had a country with about 300 million people to take care of.
