I think it will be 2:00 UTC but time zones confuse me and I want to make sure. I'm trying to get this thing to work: http://www.fourmilab.ch/yoursky/.

UT is 4 hours later than Atlantic Standard Time.
11pm + 4 = 3am the next day.

Currently 8/23/07 it is Atlantic Daylight Time
therefore, 11pm + 3 = 2am the next day

Technically, there is no way to tell what time UTC is when it is that time. See, there are various facilities around the planet with extremely accurate Cesium based atomic clocks. They all measure the passage of time and determine what time it is. Data is gathered from all these locations and then compared to sort of get an average which is then called UTC after the fact. There is not a clock that sets the standard of UTC by itself. For info about one set of these Cesium based clocks visit http://tycho.usno.navy.mil for lots of interesting info. Yes, even though there is a link to see worl dtime zones and one of them is "UTC" this is the result of having been updated and what this set of clocks have measured as the time interval since the last UTC update.

Anyway, to specifically answer your question, Atlantic Daylight/Standard Time is either -3 [daylight] or -4 [standard] hours behind GMT depending upon if Daylight Saving Time is in effect or not.

If you are on Atlantic Daylight Time (which you probably are at this time of year), then you're correct, it's 02:00 UT (but with tomorrow's date). The correction to UT for ADT is -3:00, so you add three hours to go in the opposite direction.

Officially, no. However a few towns in Maine along the New Brunswick border unofficially observe Atlantic Standard Time.

You can set up yoursky to show you the sky from your own city, and then use it to show the sky right now. It will then tell you what time it is, UT, right now. Then you can look at your watch and see what your local time is and so learn how many hours different you are from UT. For me in the central time zone, daylight time, I am 5 hours earlier than UT. When we are on standard time it is 6 hours.
