How can I setup my PC so that it has 1 CPU for system and non-important programs and the other one for games and important programs ?

Dual CPU systems are generally handled by the operating system or through low level coding/compiling techniques. If you have a dual CPU or dual core system, the OS will handle processor request for you.

If you are inclined to play around with the system though, take a look at the Windows Task Manager's Process tab. Locate your process and right click to "Set Affinity" to control which CPUs the process will be allowed to execute on.

you cant under windows realy most windows programs arnt made to run on more then one cpu. throw windows xp and vista dose get small amount of help, most programs dont.
programs need to be writen to run in dual cpu and higher
in other words if you hab 2 3 gig mhz cpus it still will run at 3ghz not 6 mhz or any where around that windows dose off load some of its software to run on the 2ed cpu, if you look your find that the software runs on bouth cpus, not one or the other . there is a way to get software to run on one cpu or other called set affinity but there is realy no advanage in doing so

basicly you can't they shard the load and thats better than what your want anyways, trying to split the cores would infact slow down the computers ability to multi-thread. if your in need of killing background opperations then you should start closing alot of those back ground programs that run when your gamming useing the task manager and also you might wana look into what starts up with your computer when it starts

Use VMWare and set up processor affinity.

Beyond that, windows (at least the version you are likely using) does not have the capability to partition processor resources as you are desiring.

Programmatically, it is possible to set processor affinity, but that is within the code of the program itself.

You can't. Program threads are automatically load balanced by the system.
