The national minimum wage isn't so important because some states have higher minimum wages. You can find your state's minimum wage level here: http://www.dol.gov/esa/minwage/america.htm
There's isn't a minimum wage set per month - it's hourly. Therefore, you should multiply the number of hours you worked during the month to calculate whether or not your employer is not paying you the full amount. However, as a minor, you are legally required to work forty hours a week or less.
There are also many other complex laws that you can read through on the Department of Labor website: http://www.dol.gov/
As for enforcement, it depends on what state you live in. Most work-related issues depend on your state, thus, you would need to find the website which applies specifically to you.

In the UK there isn't a national minimum wage for under 16's.
I suggest to you, as other's have previously, you sit down in school and concentrate your efforts in improving your literacy skills.
That way, when you leave school you will be able to get a job that's above the minimum wage.
Employers expect you to have the basic skills after all

Are you speaking of home delivery of newspapers? This is usually paid by the piece rate. It is an agreement made in advance of accepting the job. Not usually covered by minimum wage laws.

I don't think there is a NMW for under 16's. I think its a case of they can pay you what they want. Not sure what it is for over 16's but the rate is due to go up in October
