It's sort of a combination of eating and speech, but more because of eating. If you notice, primates have lips, but they don't need to form all the syllables we do. So it resulted as a way to eat more diverse foods. Since we have opposable thumbs, we can pick up and move around food easier than a dog can, so we need easier ways to eat, and lips provide that.
