If I live in Illinois and am getting guardianship of my niece and both sides are agreeable then I was wondering if anyone knows .....1)Do I have to have a lawyer to file papers or can I do it myself and pay filing costs and 2) Do I file in the county I live in or the county my niece and her parents live in?

I think that these are all questions that you can ask directly in your county, and it won't cost a buck to get the answer

People are always trying to cut corners in cases that if they do, it may come back to bite them in the ***. If the party to be adopted lives in another country, you have to adopt the child in the country she lives in. this will be done in the presence of a judge, which will automatically make it legal. If you are non bringing the child to the US, then you will have to find out what the law is in your county, but in most cases it really doesn't matter, because at this point, the child will be recognized as yours. The most they will probably ask you for is a notarized matriculation of the adoption papers to find out if the adoption is legit. If the papers were prepared in a different language, then you will have to get a word-for-word translation of the document and have it notarized.

Go to the Clerk of the Court in your county, or the County Clerk, whatever they are called there and ask. They can tell you and it won't cost anything.
