You must mean North Korea specifically. Well, the North Korean regime has capabilities to launch nuclear missiles towards the US west coast and will attack the South if provoked by a US preemptive strike.

There is currently a ceasefire in place that the USA has declined to break for over 50 years.
Though the DPRK doesn't have missles capable of reaching the USA, yet, and probably has no nukes suitable for putting on missles, anyway, it could still pose a substantial danger to the ROK, Japan, and other nominally innocent neighbors. The conventional artillary that the DPRK has leveled at Seoul is sufficient to devestate that city almost as efficiently as a nuke, for instance. In addition the DPRK has a mutual-defense pact with China, and it's even possible China might actually honor that pact.
So, because: 1) we promised not to, 2) it would get a lot of innocent Japanese, South Koreans and others killed, and 3) it could concievably lead to a nuclear confrontation with China.

Item one: There is nothing to attack.
Item two: There is not one single politician either in the US nor Europe on the horizon that has the gumption to deploy troops in combat and run the risk of being villified like George Bush has.
Every pocket dictator in the world is safe from pre-emptive action now.

One reason is that US troops are spread very thin, fighting in Iraq and attempting to secure Afghanistan. Another reason is that North Korea (it's important to differentiate) has powerful secret allies in Russia and China. A final reason is that North Korea has finally started to cooperate and talk about dismantling its nuclear program.
