If he emailed you offering a loan, there's a very good chance that he's a scammer and will ask for money up front to get you your loan - you'd end up out that front money, and still without a loan. If there truly were loan fees, they could just be taken out of the proceeds of the loan rather than paid outright, up front.
Be very careful here.

yes i no him he is a loan offer and i and my friend have taking loan from him and it was sucessfull he is also a man of his word and he is God fearing and honest i know if you work with him you will like him because he is a legit man.

does not ring a bell if he wants money to give you a loan tell him to fly a kite!!!
