My daughter was born in a hospital in Mexico City of two American parents and cannot be president of the USA.
The U.S. Constitution sets relatively strict requirements about who may serve as president and for how long. Under Article II, only a natural-born citizen of the United States is eligible to serve as president; a person born outside of the United States, even if he later becomes a citizen, may not serve.
The prohibition was made by our founding fathers to prevent the British any chance of ruling, back in the days when practically everyone was an immigrant.
However, in the example given of the baby born on a U.S. military base abroad by American parents, they baby may be considered to have been born on "U.S. soil" even though it was out of the country......

Barry Goldwater's case among these three is unique in that although he was born outside the United States, Arizona was later admitted as a state. None of these candidates was elected, so the issue was never fully addressed.

Depends on the country, many countries have "blood laws" which requires that at least one of your parents be a citizen of that country. In the case of Germany the only way for you to get German citizenship if you were born there to non German parents is if at least one is a permanent resident of Germany for at least 3 years and has been residing there for at least 8 years. So no you're friend is not a citizen of Germany.

Yes....the parents are American citizens so their child is also an American citizen. Plus if the baby was born on an American military base or embassy it is American.

Yes - John McCain falls into this category.
Normally one is a born a citizen of the nation to which ones' parents belong. The "birthright citizenship" rule for children of illegal aliens is a misguided judicial interpretation of our Constitution.

I hear if the parents happened to have the child while they are abroad it is ok, but if the child is born into the country and the united states is not the parents current residence, I dont think they can be.

yes because the child was born on an american base so they are considered american...and american citezens can run for president....(of course they would have to reach the requirments)
