It will depend on the rest of the birth chart, as well as on the houses these 2 planets are in. Both of them are in signs in which they do not feel comfortable: Venus, the feminine principle, in Aries, the most masculine of signs; and Mars, the masculine principle, in Cancer, a very feminine sign. It seems the male and female sides do not manifest themselves well, and adding to that they are in tension with eachother!
