Sounds like the new power supply you put in is not rated for your system. You probably replaced it with a lower wattage one, therefore it doesn't supply enough power to your system.

Make sure you hooked up the 4 pin plug for the cpu, usually on upper left of board below PSU, if you have one. If you have a 4 pin plug on your board and nothing to plug into it you got the wrong power supply. Make sure that, if your cpu fan became unplugged you plugged it back into the cpu fan header on board and not a chassis fan header as, unless you have it disabled in bios the board will shut down unless the cpu header has a load(fan) hooked up to it. Make sure that, if your board has a 24 pin main connector, you didn't plug a 20 pin power supply connector into it and it is in all the way. Keep any ends from power supply that are not in use from touching the metal of the case. If you moved the front panel connectors make sure you don't have the reset switch cable hooked up to the power switch header on the board because this will give the power supply a 1/2 second of power! Is there a possibility that it wasn't your old power supply that went bust?

Remove connetions to DVD drive, HD,and other unnecessory things. Only connect to motherboad, CUP, keyboard, monitor only and test again. If it is ok, reconnect the rest and test again. if this time is not ok, exchange power supply with more power or Watt. Even in the first test is fail, u need expert to repair it.
