The first movie that pops into my mind is JAWS. It has good characters and the suspense starts from the beginning and continues throughout the movie. There are many references from JAWS that are still circulating today, such as, "I think we're gonna need a bigger boat!" and the infamous fingernails scratching on the blackboard. The shark was very believable. The second movie that comes to mind is Titanic which has superb effects.

It's not Citizen Kane, is it?

My vote goes to The Third Man.

It's the most satisfying portrayal of relationships in adversity. The atmosphere, the understatement, makes the viewer invest themselves in the characters making the film a personal experience surpassing the spectacle which is awesome, too. It's a most involving film I don't think has been equalled in the whole history of cinema.
