I like Maeve more than I like Chloe because it's less common but I don't like Riley on a girl, unless it has significance for you, and Rose sounds choppy with Maeve since they are both 1 syllable.
Maeve Riley gets my vote if Riley has significance for you, if not, Chloe Rose gets my vote.
Have you though of Chloe Maeve? I think it flows better than the other names.

I like them both with the middle name Rose but I think that Chloe Rose flows a little better even though I really like the name Maeve

I have a Friend Named Maeve Ingrid Roberts.
I think chloe is kind of cute, but i dont like rose very much i think Maeve Riley would be cute

Definitely Chloe Rose without the dash if Rose is the middle name. My dd has a name with a -Rose and a middle name after that. If you do Chloe-Rose then that is her first name only.
The name Maeve just doesn't appeal to me at all and seems very old lady-ish and doesn't fit a baby or a child/teen IMHO.

I really like the names Maeve (she was a Celtic queen in history, I believe). It's a pretty name that isn't very common. As for the middle name, I think it depends on how many syllables your last name is.
Maeve Riley would go well with a one or three syllable last name and Maeve Rose would go well with a two or four syllable last name.
