Generally it's a private thing. The only situations I can think of where it might be done in front of someone is:
A) Sometimes boys in adolescence watch porn together which might lead to them masturbating in front of each other. But most boys at that age are usually embarrassed to even admit that they masturbate so they would have to know for sure that the other boy was going to masturbate with them before they did it in front of them. That way, neither of them would have leverage over the other one. This is actually an exciting thing that most STRAIGHT boys would consider doing or have done out of curiosity but would fear anyone else finding out about it.
B) Sometimes couples (married or otherwise) will masturbate in front of each other as an alternative to intercourse (similar to phone sex or cyber sex). This will usually be done if they are both trying to preserve their virginity, the woman is on her period or is very pregnant. This may also be done as a method of foreplay before they actually have sex.
But for the most part people are very private about their masturbation habits and consider it a private thing where they don't want to be caught.

Masturbation as others facts like sex in general or physiological acts are private acts anybody prefers having in the closet. But it only is a cultural and mental issue since in some different civilization the situation is quite different. Aside from some current cultures still living, we can mention Greek and Roman i.e. During those civilizations, nudity, sex and any other body act get different value and weight. In fact, they were considered natural events and not as private as the "privacy" we're demanding nowadays. In the "Outhouse" or "Thermal baths" it was normal having bodily acts together other persons. Old French Kings even do that and until the Middle-age nudity wasn't an embarrassing matter. Despite anybody tried to have sexual intercourse out of inopportune eyes, sex and sexuality wasn't a stuff to hide at any cost, anyway!
At last, today it's not uncommon for some close friend masturbating together or in a couple doing it in front of the partner.

Private, definitely, although I can talk about it on the internet as long as I'm anonymous hahahahaha
Some people are comfortable about doing it in front of their partners, I think it will take me a while to get to that stage if I ever do.

it is private for the most part but it is alright to do in front of a person you have a relationship with even if it is just a friendship as long as they are ok with it too. and it doesnt make you gay.

I think it's both .... can be private and sometimes can be a bit of a turn on with your partner as foreplay before sexual intercourse.

For me i would make it alone but i know some friends around makin it with each other it depends to the person you deal with relationship.
