I'm guessing Alan Aldridge - his work looks like Max's. Aldridge did an entire book of illustrated Beatles lyrics in 1969, the same year "Yellow Submarine" was released...

It appears it be Heinz Edelman. Peter Max never did anything with the Beatles.
