If people are nice enough to add me as a contact, then I return the favour. Or if they email me for whatever reason and seem nice, I will add them. All of my contacts are people that have added me first or emailed me.

I always look at their profile and don't add them if they are on level 1 because most of the level 1ers are spammers or trolls, whatever.
