I suggest that you back up your files asap, then reformat your pc, then after reformatting, download an anti-virus to protect your pc from future attacks..

Most virus program are downloaded as a file which you then run to install the program on to your PC. Use another PC to download the install file, then copy it to CD, flash drive, memory stick, etc, and take it to your computer. Then install it from the CD/stick/drive or whatever.

Erratic behaviour means it is a virus.
Download AVG free edition. Install. Scan. Get rid of the virus. (http://www.free.grisoft.com)
If you knew when it started to behave like this (number of days) then, choose the date before that to do system restore. Any software you may have installed after that date will not be available to you - reinstallation of that s/ware is necessary.

Try a system restore to a previous time, and then download anti virus software and remove the virus.
Start menu, Accessories, System Tools, System Restore.
When that is complete, download the following and run them:

geta back up of all your files that you need then format you pc and install a new vvindows
