Can just anybody, or does it have to be a fan or contact?

anyone can, if you have a stalker that answered them or makes new accounts to do it with.... it happens to me all the time and i thinkits really dumb, people have too much time on their hands to sit there and report people to get them deleted

If you Qs & As are private no one can access them unless I happen to click on a question you either posted or answered and it conflicts with the guidelines then I or anyone seeing it can flag you.

only people that can report them is somebody who answered yer Q or the same Q as you, but chances are yahoo just targeted your account. I had an account suspended today, the violations were from Q's i asked months ago...
i think what happens, 1 person reports 1 question, and then yahoo, goes and checks your entire history....

I guess what they said just about anybody...
I haven't really been asking too many questions on this account but the other
account I ask silly questions all the time
and knock on wood , nothing yet, that "Freestyle" threatened to report me and sent me a nasty e-mail so I closed my e-mail on my other account....I have her blocked on both accounts and that's what made her mad...

Anyone who sees it can report it, they just can't go through your question/answer list to hunt for violations
