The answer is a resounding NO. From your question, it's obvious you have no business screwing around in your registry. If you don't know what you're doing, you can render your computer unworkable.
There are programs that will cleanup useless files in your registry. Here's 2 free ones:

Would need a lot more information before being able to answer that question. Where in the registry are those keys? What programs are they part of? Why do you want to delete them?
But the general answer is - never edit (delete, add, modify) the registry unless you know what you are doing. One mistake could prevent your computer from being able to boot.
If you think those might be "orphaned" entries, meaning they are left over from a program you have delete, try running a registry cleaning program (such as http://ccleaner.com ) and if they are safe to remove, the cleaner will do it for you.
But would need more info before saying yes or no....

NO!!! if your dont know what your deleting, because it might result to none responsive of the the program ad or the worst is your OS. better use a registry cleaner program..

No Way!
You NEVER Delete or Edit Thing in Registry which you don't know what is it!
It can realy hurt your windows or programs.
Maybe cause Startup-Failing or ...
