I am assuming you are asking WHEN can you sell your PRIVATE plate number...no offense intended, but spelling is very important when posting a question if you want a serious response. Some might think a 'privet' plate is an actual thing rather than seeing the typo. :)
Now, to answer your question, we need a bit more information. Most importantly...what state do you live in? I moved to Delaware a few years ago (and have luckily moved again since then) and it was the first state that I have ever heard of that allowed you to buy/sell your license plate number. There is even a website devoted to it, and get this...it is not run by the state (to the best of my knowledge)!! The fewer the numbers, the more it is worth. A plate with 4 digits can bring in thousands. You can even purchase a black porcelain mini plate. But anyways, if you do reside in DE, or at least have a DE plate to sell...you can do it at anytime and there are lots of websites out there to assist you if you need it.
