what are the state and federal laws regarding the use of used motor oil in the construction of housing?

this is in the from buliding stage and oil is used for saturating the forms as a release agent

I can't say for sure, but knowing the EPA, it's probably a violation of EPA rules and make you subject to being fined.

There is a difference in motor oil and release agents made for concrete forms. The EPA can fine you big time for polluting the area with oil.
