. To receive cosmetic surgery from the NHS, you will normally need a referral from your GP. You will have to have a consultation with a plastic surgeon and possibly an assessment by a psychiatrist or psychologist. They will consider whether there is enough social, psychological or physical benefit to justify surgery, for example if your breasts are causing you significant pain or mental health problems. The final decision is usually made at a meeting by a panel run by your primary care trust (PCT). The panel will take into account the information from your assessments and review your individual case. I dunno that they will do it at 16 if at all They have a very limited budget They will give you a review and decide but there is a good chance you will have to go private in the last two years the rules around Nhs breast surgury has become a lot stricter because so many people abuse the system

Sometimes it can. It depends on the woman and how she is formed. My sister-in-law had to have a reduction because she wrapped around under her arms to where her arms would not rest right and she had shoulder and neck pain.
Some bra's can help, but they are expensive. They are also typically "not pretty."
A big part of this for a lot of large breasted women is the fact that they slump so that they do not appear to be flaunting their breasts. It is often typical for a large breasted self concious woman to slump, which is the major cause of the back pain. Proper posture can help a lot.

Of course!
That's why many women get breast reductions, and it can be covered by their health insurance.
Good bras (properly sized, fully supportive) do not help in most cases either.
