BOSTON --More than half of black and Hispanic applicants for teaching jobs in Massachusetts have failed a crucial state licensing test.

Since the start of the test nearly a decade ago, 52 percent of Hispanics and 54 percent of blacks failed the writing portion of the test compared to a 23 percent failure rate among white applicants.

Blacks and Hispanics also fall behind white applicants in other test subjects like English, history and math

That prospective teachers aren't educated well enough to educate children.

Non-white people are not as well educated because even today, the government refuses to provide them with it. In fact because it does not take care of them, this often promotes a sort of environment where education is not valued as much.

You will also find that white people will be more likely to pass the test as markers generally treat them better.

More objective tests have found that there is no relationship between race and intelligence.
