It all depaends on what kind of rules you would like to set. But the answer is yes. The minimum is 2 letters and there is a whole list of 2 word letters in scrabble dictionary.

yes you can and you should learn all of the two letter words as fast as you can. Get the official list a memorize them. Then try to make two words at once instead of just one. This is one of the best ways to beef up your scores and block the other player's moves.

Any word of two letters or more is acceptable, but NOT proper nouns, as suggested above. So "an" is fine.
