i think it can be either, sometimes time goes so slowly, and other times it speeds by, so it really depends on what and when you are measuring

Time, like distance, velocity and mass, are tools that describe. They do not, in and of themselves, possess the properties of what they describe. Time is not short or long, just as velocity is not fast or slow. Neither is distance near or far.
All of these measurements are equally enduring as descriptors with no greater or lesser validity than the other.
