6pm? 7pm? because they are "after 12pm", or before the sun is down?

In summer when it doesn't get dark until 8:00 or 9:00 I usualy say good afternoon until 6:00PM or so.
But in winter when it get dark early generally when it starts getting dark. That usually around 4:00 or 5:00
Just depends on how early or how late it gets dark.

When the sun is actually down. Because then it's night.

i would say 4-5 o'clock. anything from 5-about 8-ish, i call evening. and past that is nighttime.

I'd say until about 5 p.m.; after that time, I'd say "good evening."
