Well the first thing you have to do is to SORT out the mess.. Get some boxes/containers and label: DONATE/KEEP/TOSS and just have at it.. If you are sorting clothes.. If it's ripped or torn toss it.. If it doesn't fit or hasn't been worn in a yr. donate it.. If you love it wear it and can't bear to part with it keep it...
Bed Bath and Beyond have some really good organizational tools to organize your closet.. They have extra "hang bar" for t closet that requires no installation/hardware.. It simply hangs from your current closet bar and cost about $10... You can use BB&B coupons up to 5 per purchase.. Even the expired one's..
Also, try utilizing the space UNDER your bed with underbed storage containers.. I like to store my bed linens under each bed and out of season clothing... I store shoes in over the closet organizers... You can also get bed lifts to increase storage.. They are $12.99 and will raise the bed about 7 inches and you can get loads of storage..! I like hanging sweater bags for folded clothes and space bags to store elsewhere... good luck

If you have a Bed Bath and Beyond near you, they have a good selection of inexpensive storage and organization items. Some are really cool, like the fabric bins.
The best way to keep your room neat is to (1) immediately put your clothes into the hamper when you take them off; (2) put your clean clothes away immediately; (3) put your shoes either under the bed or in a shoe bag in the closet; (4) keep the closet door shut; (3) keep your bed made when you're not in it.
On the dressertop, keep only a hairbrush, comb, mirror and fragrance atomizer. Keep all cosmetics in a drawer. A desk drawer organizer is great for organizing lipsticks, eyeliners, mascara, blush, etc.
Keep hairspray and mousse in the drawer, too. Also your hair appliance(s) after they've cooled.

I win the prize for messy. Honestly, I have 4 kids and the washing is ENDLESS - I have a 2 storey house and I usually dump the clean (at least it's clean) washing in my room until I have time to fold and put it away - there always seems to be a massive pile of clothes there! I am so sick of it. I have made a plan - I bought some really nice baskets for my clothes cupboard and am going to put my clothing in these. I am going to buy (this weekend) some huge laundry baskets - like they use in hotels probably! And have them in out of the way spots in each person's bedroom and in the bathrooms. I am going to just have to sit down and attack that pile of clothes and fold and fold and put away it all. I am also going to get as many as possible that don't fit anymore and put them in a big bag for charity. It is going to be a horrible, boring job - but when I can actually see my carpet and my room - wow - it will be so worth it.

I purchased a piece of dowel almost 2" in diameter & a pair of closet rod hangers at our local Home Depot and hung it about 6" from ceiling. I than sewed a piece of fabric into a valance (much less $$$ than buying valances) and hung it on a spring loaded curtain rod above the dowel to hide it. Rod holds hangers, clothes as they come out of drier and you can also get over the rod storage cubbies and organizers at Joann Fabrics. I use plastic crates stacked on the floor and you can get them at Dollartree or WalMart for cheap!

Get lots of drawers. That way everything can be stashed away. DVD and CD racks are useful. Get a new bookcase (some bookcases sell for as low as $50.). Stack up to the ceiling to free up floor space. I have a mermaid and fairy Barbie doll collection. I hang them from my ceiling using hooks. Many decorative items can be hung from the ceiling!

The use of storage furniture should be your best option to eliminate clutter. Ladder shelves, corner racks, and chest drawers should work fine. You might want to check the following too:
