In a literary sense, the phrase means that the person is living. In a biological sense, endotherms ("warm blooded") are animals that can maintain a constant internal body temperature, regardless of the temperature of their surroundings. Birds and mammals are endotherms. Sorry for the science, but why ask a question in a biology forum if you don't want a science answer?

Yes body temperature is behind it.

A vein is a blood vessel that carries the used blood back toward the heart and lungs. It is carrying waste and is exhausted out of its oxygen.

If the blood is warm then that usually means it came from a warm blooded animal like a mammal. But, reptiles and a lot of other animals have a blood system similar to that of humans. So during a hot day a reptile's blood could be warm.

The use of the word "courses" means flowing. As in the blood is flowing through the vein.
