one of the things about having two partitions is you keep all your data on drive d. photo's music. videos all the things thats important to you, though you should never leave anything on a hard drive without having a backup on cd roms,
now should drive C go down or get corrupt you can still get the data on drive d. off.
now to move the files to drive c all you do is open two windows up of file manager one for c drive and one for d drive.. click on the D drive file manager window highlight one folder then click on edit on the task bar click on select all, then click on copy.
then open up the windows file manager for the C drive and click on edit on the task bar the click on past... it will move all the folders to c: drive
now you must make sure there is enough room on C:/ drive before you move all the files if there is not then your system will crash...
as for moving the space from d drive to c drive that can not be done as for deleting the d drive partition read the help on partitioning the hard drive it will tell you how to do it
seems people don't know there is a partition manager in windows why buy one when there is already one there to use

1.Log on as administrator or as a member of the Administrators group.
2. Click Start, click Run, type compmgmt.msc, and then click OK.
3. In the console tree, click Disk Management. The Disk Management window appears. Your disks and volumes appear in a graphical view and list view. To customize how you view your disks and volumes in the upper and lower panes of the window, point to Top or Bottom on the View menu, and then click the view that you want to use.
P>S:make sure you create a backup of all the data before you proceed to the next step....
1.In the Disk Management window, right-click the partition or logical drive that you want to delete, and then click Delete Partition or Delete Logical Drive.
2. Click Yes when you are prompted to delete the partition or logical drive. The partition or logical drive is deleted.

the 1st part of your question = yes. You can move the stuff over. However. this leaves the shortcut problems. Your best bet is to uninstall any programs on the D drive and re-install them on the C Drive. However as far as partition portion of your question.. Best way to do that is through the program known as Partition Magic. Although there are other partitioning programs that would work just as well.

There are many great apps for mergin and respliting partitions on you harddiskdrive such as Partition Magic from Symantec which I highly recomend and Akronis Disk Manager.
The process its quite easy with any of these

Buy Partition Magic, copy all your data from d to c then delete the d partition and resize the c partition to the size of the disk
