Well yes it would work..if loud is what your going for..
But what you might try to do is maybe tone it down a bit or adding regular hose to the outfit..or a simple top (any color that matches said skirt) with a splash of jewelry..will make it look classy and simple..but at the same time a little flavor..that kinda covers it all..
..I do like your idea but the skirt alone sounds dominating...so you don't wan to over do it with more blue more green..get what I'm saying?

Try:
1] skirt with green top, green tights or leggings, and green or black shoes
2] skirt with blue top, blue tights or leggings, and navy shoes
3] skirt with white top, bare legs, and white ballet flats or slip ons.
All the tops can go with bare legs,and plain shoes.Then just add a blue or green hairband or necklace/bracelet.

I'm not a big fan of leggings. period. but I think that if the blues and greens on the different pieces match, then you should be ok. But maybe leave the leggings off.

im not very sure if it would work.. it seems like to much..maybe if u tone it down ..with wearing a white shirt.. and white flats ??!? The white would match, plus it would be 2 much green and blue.

I think that would be OK as long as it isn't too matchy-matchy. It sounds cute. You could always ask a friend for her opinion. If you can, post a pic of you wearing the outfit and then ask this again.

it sounds like ur trying 2 hard 2 match, since the skirt is pattern u should go with a solid color top and NO LEGGINS
