Basically, major changes to computer components only happen every year or so and only small changes occur in between then. Those small changes do not require new manufacturing equipment allowing the companies to push out new technology at relatively reasonable prices. The only time computer hardware is expensive when it is the cutting edge; latest hardware. This hardware quickly goes down in price when a competitor releases an alternative or as soon as the original company supersedes it.
With this in mind, major companies to not advertise the latest and greatest hardware but the best price to performance ratio hardware. Companies like Dell advertise the cheapest hardware on their commercials now in attempts to appeal to anyone who wants a computer. This makes sense since people who want specific higher end hardware know where to look to find such components.
Hope this helps, if you need more details let me know.
