Yes i use to keep "freshwater" morays they do need brackish water. Actually i find as they become mature adults they do better in a marine tank with a low sg such as 1.019-1.021. As jueveniles you can keep them in a brackish tank but i have always moved mine to more of a salt tank as they grow older. Make sure you have a nice tight fitting lid with no holes for escape. They will get out i have even had ones slip out the filter intake when it couldn't find any other way. So provide them with nice hiding spots like pvc thats to small of a diameter for any of the other inhabitants to even possibly get in. I found having a nice tight fitting spot for the eel to take up[ as his home will make them less apt to try to escape. Hope this helps and good luck with the eel.
As far as it not eating, they may take up to a week or so to get use to the new tank befor they even come out of hiding and take food. Keep attempting to feed it in small doses and it should warm up soon enough.

There are some species that live in brackish water, which is water that is freshwater, but slightly salty, like in areas where rivers meet the ocean. The link I provided has a huge amount of information on these eels, and you should try to determine which species you have exactly to get the best results from the info. Having worked in a pet store, while there was never a marine fish kept in our tanks (we had only freshwater tanks), we did manage to keep quite a few brackish water fish. Keeping the eel for any good length of time will likely require making sure the salt level in your tank is perfect for it, which will probably make it hard to keep any other fish if you had other freshwater fish to begin with. Just a note, you should always look up fish before you put them in your tank, not after you get them home. You'll avoid wasting money and time on fish that will die a few days after the store will refund you for them.

even that it's called a freshwater moray eel, it needs brackisch water

And if you just bought it, that might be the reason that it doesn't eat yet

hope that helps
Good luck
