I suppose it could happen if they were being incredibly childish and selfish.

Could be any number of reasons...pettiness, anger, jealousy, vindictive, immature to name a few, but if someone truly loves you they could never hurt you. And if they do intentionally hurt you then it's not really love. They might also be hurting you to make you feel guilty or submissive so as to gain dominance over you.

The reason might be "misunderstanding".
Communication is not easy and does not always take place. Try to give him feedback about how you feel and ask the reasons behind his behavior.
He might be feeling in the same way and he might wanted to express his feelings in this way, intentionally hurting you, instead of communicating with you directly.
Therefore, try to have a direct communication with him.

Someone that loves you would not intentionally hurt you. Either they don't completely or it wasn't on purpose.
