There are no "safe" places. Crime rate is up all over the city. I've noticed that the crime rate has doubled or maybe even tripled since a lot of Hurricane Katrina victims moved here. I'm not saying that all of them are bad but the majority yes.

The area around the UTSA campus has several apartment and homes and the area is considered to be safe. The school district is one of the 2 best in the city and there is great shopping and restaurants in the area. I lived less than 10 minutes from UTSA for a while a couple of years ago and wish I had never moved out of that house. We loved the area, schools, entertainment, and convenience, You have 2 major freeways, 1604 (a loop around the city) and I-10 which goes from northwest SA (where UTSA is) through town and meets up with every other major road.
Can't give you specific apartment names, will tell you the average apartment goes for 697 a month in SA according to an article in the paper today.

You want to be Huebner Rd or north and west of NW Military north of Loop 1604 has some good apartments though some are pricey)
There are some nice apartments off Babcock inside 1604 which are almost on campus and many more on UTSA Blvd

EDIT: You may have noted that ffperki gave good info on the statistics but did not go into specifics. The north central/upper northwest area may have more nonviolent crimes reported, the area is affluent with better cars to steal and better homes to burgularize. ANd people in the area would have a higher sense of indignation and be more likely to report the theft of minor items. The areas reported by ffperki have some nice areas but they would not be good for commuting to the UTSA main Campus. Traffic can be an issue at times in the city and being repetitively late for classes would be a problem. The areas right around the campus are very good. You can feel safe in the area.

according to; city.com the very safest zip code in the city is one that most would think wouldn't be. The national average is 100. Zip code 78236 which is Lackland/Kelly area is rated at 030 the next three zips are on the far west /north west side they are in the sea world area 78253 is rated 039, zip code 78245 is rated 053 and zip code 78251 is rated at 077. On the other hand the area around UTSA is zip code 78249 and it is rated 137 that is over a third more than the national average. There are a number very nice apartments around the sea World area and it is only about 15 minutes from down town San Antonio and not all that far from UTSA. I hope that you enjoy your stay with us here in San Antonio.
Note; I also checked the Medical Center area Zip code, 78229, it is better than those suggested by Kevin but is still over the average it was 112
Note Kevin was right the 78229 is U. T. main campus the medical center is as he said 78249 and they are 179. 78236 is Lackland and Kelly not just Lackland , but it is the lowest crime rate in the city. That was why I listed the 2-3-4 whuich could be listed as 1-2-3 is 78253, 78245, and 78251. You question isn't what is safe but what is the safest and I have listed the safest, but frankly I would live almost anyplace in this city and not worry about to much.

As a UTSA student and prior military stationed on Lackland, I suggest living near the main campus.
Almost all of the apartments near UTSA are low-crime rate areas. When you are looking at the apartments, check out the residents that are walking around and the types of vehicles in the lot. I.e. Are there a lot of broken down vehicles or does it appear that the residents take care of thier property? Are there UTSA stickers and parking passes on the cars?
I always felt safer when I avoided living on the first floor because patio doors can be easy to break into.
(fyi) Parking at UTSA can be troublesome, so it would also help you if you can find an apartment that is within walking distance or offers shuttle service to the campus. Many of the apartments on UTSA blvd and Babcock offer a shuttle service to the campus and cater to students, but they are also more expensive. (DeZavala road on both sides of I-10 also has several apartments.)
Many of the apartments in San Antonio are gated communities. I have lived in gated and non-gated apartments and personally think that it does not make a difference.
When you go to UTSA, ask for a list of approved apartments at the housing office, which will also list student prices.
If price is a concern, you could live further away from school, which I did for a little while. In this case, I suggest looking at the VIA bus routes that go to the main campus on the via web site and check out apartments that are near a bus stop on a route that goes directly to school. (Not so much because of safety, but because of parking and traffic issues that commuting students have to deal with everyday) Medical District also offers many affordable apartments and is not that far from UTSA. However, when you are looking at the apartments and pricing, just keep in mind that if it seems too good to be true, it probably is.
Most of the northwest side (UTSA and surrounding area) is fairly safe. However, there are pockets of less-than-respectable areas everywhere in this city because this city is very spread out. If you end up living away from campus, check out the apartment and the surrounding area. (Anytime I am looking for a new place to live, I look at the nearby restrauants and grocery stores to see what kind of people live in that area.)

The apartment list that you will get at UTSA and the already mentioned websites will help get you in the right direction, but it is best to check out several places to get a feel for it and rely on your own judgement. (I found my last apartment just by spotting it on the road while driving to a different apartment, both of which were on DeZavala, between I-10 and Babcock.)

I think Kevin probably is going to give you a good answer there. But, my son also went to school at UTSA and he lived closer to DeZaVala and it wasn't expensive at all. I think even the Med Center is not too bad of an area and you could probably even find a good part time job in that area.
When I was in my 20's, I used to live like DW at University Row Apartments. At the time, they were nice. One of my son's friends lives off of Danny Kaye. I once was a manager in that area. It's very close to the med center which is also very close to UTSA.

UTSA downtown is in a rough part of town at night because its downtown away from tourist. I would suggest you go north on IH 10 past loop 410.

I lived on University Row right across from UTSA off Babcock, and those apts were pretty nice and I always felt safe there.

as close to the Air Force base as possible (Lackland Air Force Base).... I was there when my son graduated boot camp and the area closest to the base looks like the nicest area...
