you can have sex while you are on the non-active pills. The reason those are put in the pack is to help keep you on track- and some others have iron in them.
For the pills to be most effective- you need to take your pill the same time each day, and have been on the pill for at least 1 month prior.

Assuming that you have taken all the 21 active pills, one a day, EVERY DAY, and, that this is your second or later month on the pills, then yes, you are protected during the 7 days of placebo pills.
Keep in mind that the pill does not protect against STDs including AIDs, and others including the virus that causes cancer. If you are not in a monogomous relationship with a safe partner, also use a condom.

Non-active hormone pills do nothing more than simulate a period. Since you do not ovulate, you do not have a real period but that's beside the point.
Those pills are either iron or sugar pills. HOWEVER by that point you have hormones surging through your body and your chances are of getting pregnant are slim. If you plan on having sex during that week, be sure to get your partner to wear a condom.

You can NEVER be 100% safe and you should definately consider using a condom. If the condom breaks, you have the pill - if the pill doesn't work, you have the condom.
Now, your question. If you take the pill regularly, every day at about the same time, you should be as safe when you are taking the placebo as when you are taking the other pills. However, you should be menstrating when you are taking the placebo. If not, you should be talking to your doctor.

I asked my gynocologist this same question when I started Seasonale. I'm not sure if it varies in different pills (for example, low hormone level pills), but she told me that the hormones would protect me even when I was on the sugar pills.
If you have any concerns, ask your doctor, or just use a condom while you're on the non-active pills.

The non-active one's (taken for 7 days during a period) contain no medicine at all. They are merely there to keep you in a habit of taking your pill every day.

Yep.. it just means you are past ovulation but your body must rid itself of the hormones from the previous pills.. so once the hormone is low your period will start.. usually 3 to 4 days into the pill.
