it seems like it, and and a few months ago it bumped his head on a ornament near its eyes probably making it blind?
and his body got paler, his eyes are not full black, but looks gray and seems like i can see though the eyes T-T
will he survive? and its only been 2 years of his birth (about 3-4 inches long and one and a half tall) in a 12 gallon tank with another goldfish thats pretty young and is about 2-3 inches long and 1/2-1 inch tall)

Rather than being blind, it sounds as though he's got a condition called clody-eye: http://www.thatfishshop.com/health/cloudy_eye.htm

This can be caused by water quality, or a bacterial infection. If the cause isn't found and corrected, this can lead to permanent damage, and not just to the eye. There's also a possibility of eye flukes, which is caused buy a parasite.

I have a wooden doweling (a stick) about 3 feet long. I use it to push plants back down or move stuff, whatever, when I don't want to put my whole arm in the tank.
Get something like that that will not disturb the water too much, leave your lid up for a while and sneak back up to the tank (fish can feel you walk). Slip the object you chose into the water and just in front of the blind fish. Do not create tubulance, he will feel that too. If he can see he will move away from the stick.

Mine is the same.
It's pale.
I can see right thourgh his eyes.
He bumps into everything.
I always say he's blind.
But who knows...
