Having lived in North County SD for 15 years, I'd recommend trying to find a place IN Carlsbad. Traffic here is terrible and so frustrating. The closer you are to your workplace the happier you'll be.
With that said, Carlsbad tends to be expensive but it's a great town and you might be able to find a place to share with a roommate that would fit your budget. Just about any neighborhood here is decent.
If Carlsbad is too expensive, you could try the Western part of San Marcos, Oceanside near the I-5 (though with Oceanside you DO have to be careful about picking a neighborhood), or the Shadowridge area of Vista.

There are some nice condo developments in La Costa (which is actually Carlsbad) that I'm guessing you could find a roommate situation in your price range. You could use this feature of the local newspaper to see if you could rent something on your own...look for north coastal listings.

Hard to find but not impossible, you get what you pay for... which is a lot for very little. You can always post that you're looking for a place on Craigs. South as Solana Beach, as far north as Oceanside, Encinitas and Carlsbad are pretty good.. you'll find something.

Vista is relatively cheap - Escondido's pretty cheap (you have to be real selective where at though - there are some bad parts), San Marcos is alright...
I'd look for a place in Encinitas - It's realtively cheap, pretty nice, and about 15 mins from the GIA...

Unfortuneately rent is very expense in California, but it is not out of the question of two people paying $650 each and up.
Rent averages $1200 and up for two bedroom. Look up apartments.com for a more complete understanding.
