I know that for the playstation 3s, and for the xbox 360s that you can convert an MP3 from your computer into a wav file, and into a guitar hero track using some kind of "Guitar Hero Utility" (or so ive heard)... then burn it to DVD to be installed on your consoles hard drive. (correct me if ive missed anything) Now ive heard this from a great deal of folks. Is it possible, and if so what software; and hardware do I need?

NO YOU ARE WRONG [the first answer]
There is definetnley a way to do it, I suggest going to YouTube, searching for Guitar Hero II custom songs, or something of the like, and there are links all over it.
