With the path it's taking, it may not take it across Mexico with any circulation intact. However, right now it looks like the moisture may affect Baja and Southern California, and possibly also Arizona. If it emerges into the Gulf of California (Sea of Cortez) I don't think there's much chance of regeneration as a tropical storm, the Gulf is just not wide enough for that, although the water is plenty warm. Speaking of plenty warm, the water off of Southern California is just about warm enough to support a hurricane right now (75-80F). Unfortunately the water off Baja California is still cool. By the way, the current GFS model forecast has rain in Southern California, and heavy rain just south of the border next Sunday from the remnants of Dean.

Dean is already traversing the southern Gulf, and will make final landfall along the central coast of Mexico. Beyond that is the high mountains of central Mexico which will quickly destroy the circulation of Dean. However the remnant moisture will probably be entrained in the mid level air flow and move northwest over the desert southwest, likely enhancing rain over Arizona similar to the monsoon.
