i need to know if these files can be reinstalled into the computer by using a recovery disk...or is this permanent damage and am i gonna have to buy anothe hard drive. These are the missing files:

None of those files are required windows startup files. Most likely it was a program or device that you installed recently causing the issue.

Boot into safe mode by hitting the "F8" key a few times right before the "Windows" logo pops up when you first turn it on.

If it successfully enters safe mode, uninstall whatever it was that you just installed before this issue arose.

missing files are usually cuased by a virus or a harddrive crash. Yes you can use your recovery CD to reimage the drive but you will most likely erase all data on your current drive.

If you have the Windows OS disc boot that up and try a windows repair.

depending on the operating system you're using, you could re-boot your computer with windows cd but instead of installing the all operating system again select the Repair option, a DOS window should open and type "help" you will see all the commands you can choose from to troubleshoot...

your last option would be re-intalling the whole operation system again..

If you have a US Robitics modem, even if you don't use it, take it out and see if you can boot. You can also try going into safe mode (F8 upon startup then disabling the modem and see if it boots) If you can then uninstall the modem then try to reinstall it. You can try here if you want to try reinstalling dll files.
