It's possible but you need to know html or php or some other net language. You can make a really fancy site in minutes with a wysiwyg editor like iWeb or Web Builder 4.

Yes, I have seen people do it. However they have usually made their decisions ahead of time, such as what links to have, what graphics, etc. I knew someone who did it for other people; he got paid for setting it up and then usually was paid an ongoing fee to make changes, updates, etc.

Yes, but it won't be much of a page, and normally people who claim they can do this just copy other people's pages and modify them.
