What do you mean a "wartime president"? he doesn't measure up to my idea of what a President should do during war:
Saying "bring it on" about the terrorists.
Lying to start a war.
Not having an exit plan.
Not knowing a damn thing about the country we invaded.
And not asking the American people to sacrifice for the war and lying about how much it would cost along with how many troops it would take. making it sound like it would be no sweat basically.
Politicizing national security.
Torturing people.
Not giving due process to pows/detainees.
Secret black sites and Gitmo.
Bending the rule of law to suit himself.
Warrantless wire taps on civilians.

You have to know how to be a leader in order to be an effective president, especially in war time. Bush has never been a strong leader.

No. He is too busy pleasing the other party and the media. If we fought the war like we should have, the media would be pissed. And Iraq wouldnt be as much a mess.
