sex without penetration basically or just heavy foreplay. rubbing the genitals together and allowing the friction to cause pleasure rather than actual penetration.

Ok, now this is going to show my age quite a bit, but when I was a teen, dry fcking or dry sex was considered sex that did not involve intercourse (which meant rubbing against each other until climax). Of course, I have no idea if it means the same thing now, but that's what it meant about 28 years ago.

dry sex may mean when the persons are rubbing and stimulating their genitalia by friction and heat while their close or sex related paraphernalia is used.
It can also mean that a womens vagina is not producing its natural lubricant and she has intercouse while dry. ky jelly is best for treatment.
