South Carolina has age 14 in the state constitution, but state laws now say 16.

There are 37 states which say age 16, the lowest age.

But you really have to read the fine print.

While 16 may be the age of consent, if the partners age is alot older,

Many states have laws aginst that too.

IE:
Before age 18, the age difference between partners can only be 2 or 3 years.

So, even though the age of consent is 16, it is still illegal for a 25 year old, to have sex with a 16 year old.

I believe in Hawaii it's 14.

Edit; The law was changed to 16. It's 16 in many states. Hawaii used to be the state with the lowest sexual consent age.
