no kidding, China. or any other communist country, which deny copyright under their ideology that the private property does not exist. however China is not a good choice because as a member of the WTO, they have to respect to copyrights of all member countries. There are non-Berne and non-WTO countries out there, but anything made there cannot be traded outside their boundries, so your market potential is exactly zip. also staying alive in such a country would be an issue.

It's not having a law or not that is the problem.... it's enforcement of the law that's the problem.... like our own immigration and border security issues.
