I want to scare people and I need a scary costume. I don't want to wear a mask because I will be to hot underneath.

A vampire, complete with cape. What you do is stand out in your yard like a statue, holding the cape so it gives a wing-like appearance. Stand stock still, like a statue as I've already said, and wait for folks to get close. Then you move in a way that none of those dancing figures they sell in the store ever can. Basically its normal human movement. Taking a few steps, turning, jumping, lunging, things like that. But if you've really pulled off whole statue thing just right they'll think you're one of those life sized decorations folks buy in the stores and be really surprised when they find out otherwise.

Also, don't have light shining right on your face, even in makeup you'll probably look to life like to pass for a vampire statue. Back lightingings fine and light down the street but still far enough away to not light up your facial features is fine.

This is something I've done before and it worked for a good scare cause folks really thought I was just a life-sized statue. The best scare of the night was when a couple boys were coming up the hill and I could hear one of them say he was gonna hit this stupid statue. So I let him get to within a few feet of me then I turned to him and growled. The kid was tripping over himself to escape when he realized I wasn't a statue then later told me how cool the whole thing had been.

One year my brother walked around dressed normal, but had a very real looking bolt with blood stuck to his forehead. It startled a lot of people!
